Is this a sign of a failing water pump? I am confused

So I start my car up and watch the scan tool at my temperature…and crank the heat to feel for it at the vents…it will blow hot at 130 or so and then when I get to 200 it actually starts blowing cooler and the temp climbs to 217-220 and then when it gets there all of a sudden it gets hot once again and then the temp goes down to 200 and stays there the entire time…it will run 192 - 220 with no overheating…but it’s just so weird how I temporarily lose heat and the temp does keep climbing and then all of a sudden I feel head at around 217 to 220 and then the engine cools down to normal operating temp…
