I have a service im building for the web, ios, and android and its very risky and im probably going to get sued or have some government come after me or something. I feel the world needs this though so im curious where to start legal-wise.

I was thinking of starting a holding company for my code and then an operating llc for the business (i would lease the code to the operating business from the holding company). Im not sure where to start though and need to get the right counsel for this as im sure some government agency will knock on my door one day or some huge conglomerate will take me to court.

This will probably get a lot of media attention also so if someone wants to get their name out there and do it pro-bono (for now at least cause im not rich) that would be ideal.
