Quite literally its just bugged right now i guess or atleast is for me, its only ever giving the same skin. Its like i have it selected, have tons in my favorites, then everytime a match loads it just shows the same skin, and shows so in the hero gallery too, it only ever shows a random one when i actually click into the skin selection menu in hero gallery lol
