It’s been alot about reporting and such and I think toxicity especially personal attacks justify a report I would never report swear words because they have no meaning, thet’re just amplifiers for what you said

Like irl I din’t care what messed up stuff you say, racist, sexist or whatever but I draw the line at intentional mean insults and threats

In game ez for example I won’t report it because it’s so mild but I still think you should be able to get banned from it because it is nonetheless toxic

Swear words however I think shouldn’t be able to get you banned though Idk if it’s possible for the report bot/ai (if there is one) to distinguish why you use them

tl;dr: freedom of speech includes swear words but not being an asshole
