I mean, there was k8nd of a whole event that lead to a massive super powered civil war where Cap lead the charge on the “rebel,” side. The movie didn’t do it justice, at all, but still had Cap on the anti-government interference side.
Even when you own the medium that’s true, it’s just much harder to enforce. As media has gotten more and more capable of being widely shared, the licenses have clamped down harder and harder. From books, to home videos, to video games.
It has as the sole cause. But when you have a couple big spinny bits, there is going to be some gyroscopic effect, and it does help keep it upright. It just can’t on its own, it provides a small assist.
