Why would a FOSS program, barely able to pay for developers and/or infrastructure give away money for marketing?

If you mean save media you commonly interact with, USB thumb drives still exist. Considering computers becoming much more commonplace in their era they probably have been actually used by more people than floppies.

Windows can boot and still be fucked. User can login and still be fucked.
Explorer crash and respawn loop. Taskbar not responding. Windows failing to update and still hogging every reboot. Networking settings get fucked up.
Also booting and even logging in does not mean a person can actually use his computer for his purposes. OneDrive deleting your work files from your laptop can fuck up a guy on the go.
Of course these people are not part of a bigger organization that managed their machines, just like OP’s mom. If anything I would say your experiences in IT out you out of touch with most PC and even Windows users.

This is a Linux community not a professional art/design community.
On one hand the GIMP project took so long because they have very little resources. They would certainly do it faster with more people.
On the other hand you will probably get a team of inexperienced developers picked for their loyalty to a cokehead. The overall organization has a history of confusing millions for billions and problems working with much more common stuff than COBOL.
Because those developers are not actually trying to get it to work in Linux, they are trying to get it to work in Windows.
Game developers that are licensing denuvo probably are trying to get their game with denuvo.
Linux intended software does not have the performance issues denuvo has.
But visudo can use any editor if you set SUDO_EDITOR or EDITOR variables. If you don’t want to use vi(m) you should probably set EDITOR in your .bashrc and visudo and probably other programs will use your editor of choice.
