Comms score can’t be higher than behavior score, so no matter what, your comms score will always decrease. It’s a truly terrible design decision.

Valve is always late and always “cooking.” Outside of the new hero trailer at TI, I have not been “surprised” by Valve at all this year.
If I were doing a performance review for Valve, it would be that Valve is consistently below expectations.

Epic games had X new battlepasses and 2 new seasons?
League of legends has had numerous events, cosmetics, and regularly releases champions and content for the game. (I know their balancing sucks, but still)
People should have an report/overwatch score that judges their report accuracy. Would show with comms and behavior score. And people that reported premuted individuals for comms should lose their comm reports
Really depends on the time of day you Que, as well as your ability to analyze if someone is smurfing /account buying.
Also with the ability to hide games played, obviously you won’t see the smurfing as clearly
