Does steam deck yet have the option to do a system transfer, or backup & restore? I’m not worried about re-downloading stuff, I just want a convenient way to move over settings, media, etc from old deck to new deck.

You can swap drives, or copy over the whole home folder.
Be sure to use an ext4 formatted external drive in that case, to preserve files and folders permissions.
