Just want to point this out because I feel like it is an oversight from the designers of the item, but most of the champions that should theoretically use that item have empowered auto attacks in their main combo so the slow will be totally eaten by CC. Blitzcrank, Leona, Nautilus, all seem like this item was made for them, but all 3 of them have an empowered auto attack with CC in their main combo. It leads to the 50% slow being eaten up 90% of use cases for it. The two champs I think that use this item fully are Alistar and Braum, Alistar just needs to amend his combo very slightly, where as I think Braum is probably not who the item is intended for but he does get value from the slow.
There’s an argument to be made that Riot doesn’t want to extend the already long CC chains of these champions and that’s why it works the way it does, which is totally fair, in that case why spend the power budget on the slow in the first place? One of the few items I’ve seen introduced where it’s intended users aren’t getting full value from the item.
That said the item might still be totally busted ignoring the slow, it just feels like a design oversight on its face. Like a tank item that reduces its stats for anyone within 500 range. It’s core users seem like they’re missing a part of the item.
