For a while, communication score have been stuck at the same number, behaviour score changes but the other doesnt. There are dozens of posts on github regarding this matter dating a while back, but still no fix even with the new update. There are players with 11k behaviour scores but stuck with 5k comm score and not able to talk.

No answer has been given on github so I thought I ll try my luck here, maybe it gets some exposure.
