New fuel pump, FPR, and Filter, still no fuel pressure - 89 Lincoln Town Car

I’ve installed a new fuel pump, filter, and pressure regulator, and still no start. I have pressure on the out side of the filter, but no pressure at the test port on the fuel rail. I can get it to start, off of starting fluid, and it will continue to run and drive, but still reading zero fuel pressure. Why would this be?

You have good pressure on the outlet of the filter? Possible there is a clogged line post filter to rail.
