How does this work? Because the players I disliked were in my team for 4 straight games and did not even happen to be on the enemy team. Is this feature supposed to work like avoiding with dp?

According to Valve, a disliked person will be less likely to be put on your team.
Probably does not do anything but collect data and you can press it if you are angry.
