I remember playing Silent Hill for the first time on the PlayStation and it reminded me of the Elementary School which is the earlier portion of the game. There so many small and creepy moments that ramps up the tension. It gets even scarier when the you enter the twisted version of the school.

I’m too much of a scaredy-cat to play straight-up horror games, so I’ll say:
Halo CE, first encounter with the flood
F.E.A.R, the level with the ladder and the vent.
Not the creppiest, but The Sorrow’s section in Metal Gear Solid 3: Snake Eater totally caught me off guard. Still gives me shivers every time I replay that game.
i’d say Metro 2033, the haunted tunnel. honestly don’t know why more post apocalypse games does it where all that death is bound to stir up supernatural entities

When I was a little kid I played that Scooby Doo flash game of solving a mystery, then there was a junpscare that freaked the hell outta me
Hellblade - mostly pitch dark with demons taunting you from all sides for half an hour. If you don’t play that game with headphones you are missing out.
For the age I was at the time. Being like 10 years old and playing the forest temple in OOT that temple is actually terrifying, with the hands that drop and grab you from the ceiling. The twisting corridors and many other things that just pop out at you. Also the music of when you start to get close to the ghosts is honestly eerie.

The whole place is dark and littered with bodies, those things look creepy, and their attacks are painful too
Sure you may keep a good distance but even if they close that distance the littlest of bits, they have a jumping pounce melee attack that for some reason is able to chain into an instakilling combo you cant escape from. If you keep a distance they shoot a blackhole of biotic energy that has a damage over time effect and is quite painful
That and the meeting David in Overlord DLC from ME2
Max Payne and the dream/nightmare sequence.
