Not even close, even the NPCs that you just say hello to (or antagonize) are so good, and there’s a fuck load of them, apparently Rockstar used 1200 voice actors total, and that’s just for the English language alone as it’s the only language available, only a few were motion captured but still, how the fuck do you scout that many good actors, not a single one of them felt lower quality than the rest and I played the game 7 times, I met most of them lol.
