Tournaments are not “grassroots”, they are run by betting money, saudi money and/or by organizers that also have CEO’s that are trying to put money in their bank accounts (attract investment and sponsorships).

Most hard carries are right clickers, but even them end up being judged by how good they are at not dying instead of how hard they hit. Lots of them have damage reduction mechanics, are really good at escaping or become invulnerable in some way. That’s because the right clickers are vulnerable to burst, and burst often comes in the form of spells, just not from a single hero.
The issue is not the impact of the nerfs of buffs, is about changing the gameplay a bit. A bit more item changes, specially on item values in the early game, some general changes that affect every game, a small neutral item rotation. That would be the easy stuff, something else they could do that people value greatly is reworks, shards, aghs, but that takes more work to do.

Aghs could be a secondary ultimate same as the first. Or a skill called Loaded Dice that lets you target a hero a take one of their spells randomly instead.
Lore-wise, this could be someone from the Ultymir Archives, the organization Warlock comes from, that has the largest arcane archives; or, for a more powerful option, someone from The Quorum, the Senate of 31 wizards that rules Weeping Rose.

Seems like some people can do stupid shit and it ends up working out because they are better and everyone assumes that must be the best way to play. When it came down to it, the teams that were really keen on winning were doing the opposite of the others.
There’s plenty of money, but is being funneled to billionaires at an alarming rate since the pandemic, where we had the largest transfer of wealth ever. Just look at the revenue of oil companies after the pandemic, why do you think the Saudi government can afford to burn money on pretty much anything?
