You seem to confused difficult with versatile. If your champion is difficult for the sake of being difficult yeah but if your kit is difficult because it has almost infinite options you end up with a champion like aphelios. He just does so much stuff in the hands of a good player it doesnt matter that he is ridiculously complex because he has a tool for literally every possible scenario

I was convinced ksante was a broken, horribly designed champ and after playing him for a bit I can comfirm my initial impressions were correct. Holy fuck how did that champion pass the initial design.
