For me, it’s Moira. I don’t like any of her skins and she’s been in the game for 5 years.

Zarya, just Zarya. Personally even her only “Good skin” barely contends with the worst skins of all other heroes
Moira has awesome skins lol. Her owl skin and Lilith are both some of the coolest skins in the game
I just found out about her Lilith skin - I will grant that it is awesome. Her own skin is meh to me but to each their own.
I also love her Wicked skin. It’s so clean.

Dva the skins are all very fan service-y meaning they only really appeal to people who already play or like the hero
Sojourn for dos easily healer I would say Zen and tank is probably ball

Roadhog has yet to receive an outstanding legendary skin (Clown and Frosty are his 2 best skins and they’re epics)
Sojourn and Winston imo have pretty lame options.
Ram. He gets done so abysmally dirty with all his skins. He really only has one good legendary skin and it’s debatable at best. His only (widely agreed on) good skins, are his blue and purple ones. Because they’re recolors of ram’s already good character and color design.
Ram’s base design is so good that most of his skins are just silly looking sidegrades.
Sojourn
Symmetra. She actually has one of the coolest skins, but you can’t buy it and almost nobody has it
I have her BP one from season 6. Its so 🔥
As a hog main i only really like a few of his skins
Though sojourn by far has the worst skins and everyone can agree with that

I never liked any of the skins they offer.
Ashe skins are decent fr(carried by bob ofc), widow has some good skins, ball has some decent ones as well. Zarya has no skins that I like truth be told
