Just in terms of technology, Ratchet would be pretty upper tier.
One of the guns in Rift Apart is a minigun which fires black hole particles which create a miniature black hole to suck in a target if you hit them often enough. Another is literally a beam of pure power which hits and goes through anything in it’s path and then the entire beam explodes. A third weapon fires reality altering shots which suck random items and people from across the multiverse to attack your enemies, including other Sony mascots like Sly Cooper or Jak.
Hell, the whole plot of Rift Apart kicks off because Clank built Ratchet a “Dimensionator”, which is basically Rick’s Portal Gun but can go anywhere in any galaxy, and if it breaks, so does the multiverse. And Clank didn’t build that shit because they needed it to save the universe or something, he built it basically as a surprise gift for Ratchet to play with.
Ratchet and Clank are basically a more lighthearted Rick and Morty but with the exact same terrifying power when you think about what they could do.
Like, Ratchet and Clank routinely fight entire armies who have access to some of the same tech they do on top of all that.
