I wrote it there. You need to have a certain amount of heroes of that level to be able to q ranked.
This is a discussable part of how exactly it should be implemented. It can be a curtain amount of heroes for the role or just certain amount of heroes overall.

Valve communicated? Can you count how many times this year they said “something came up, so we are not ready to deliver a content yet”.
This is not normal for such a huge company, you can meme about 5 ppl working on the game as much as you want, but such a big company should have standarts. If you read their promises this year it just makes them look amateur. Its a huge game that is out for so many years now. How delivering things on time can even be a possible problem?

This patch could be done by 1 janitor in 2 days after TI, everyone saw problems and everyone expected nerfs to this heroes, if not more.
First they are talking about massive content drop after TI, than they are talking about massive content drop after new year.
Like what were they doing all this time? There was no cosmetics items at TI, no events, no big patches before TI, anniversary update got butchered.

Just wait untill ppl will start screaming about big map, like there was never a big patch before in history of dota.
