i think it would be good design if he couldnt. he fucked up by stealing an ult that he doesnt have the passive for, so he should be punished

by looking at this list i can see how releases kept power creeping out everything that was before them from year to year again and basically at the end of the list waits ksante. amumu and rammus say hello from the bottom of the tier list.

i think for the amount of mobility they throw into the game they should proportionally adjust anti mobility. a good place to start would be to give velkoz a grounded effect on q, w or r.
