The real problem is Bastion, Junk, Mei, and support healing being way too much

Coming from an OverWatch player, Smurfing is awful. Especially when you get placed in lobbies with new players. With League, it makes games as a new player awful in most regards. DOTA did a good thing when they basically ip banned hundreds of thousands of accounts for smurfing.

Sigma and Ramattra should be the baseline for how all tanks are designed in the future. The other tanks need some balance tbh to fix their issues

In general, a swap to Kiri, Ana, or Bap is a turnaround. Bap more than the others

Reaper because lifesteal. Also when I play him I hit another level on a consistent basis.

I would allow his wraith to make a shroud on entrance and exit for 5 seconds.

No one can see into or out of the shroud

The shroud lasts 6 seconds.

Reaper’s lifesteal goes up by 10% when damaging enemies in the shroud.

Shroud size is an 8 meter dome. (Lucio’s aura is 12 meters. Reaper’s would be 2/3 the size and shaped like a dome)

Fear grenade. Throw it in and make everyone run in the opposite direction of the grenade

I feel like they could make it similar to League but instead of the timer increasing off of hero level, it increases off of time in the game. Starting at 6 seconds and then after 5 minutes or the minute after 1st point is capped, the respawn timer increases by 1 second per minute. This resets after each round.

Caitlin passive and abilities still keep range if you mean for that augment specifically

You would see GOATS with a Mercy variation being viable. Not even joking here. Goats is only countered by a 2 2 2 spawn camp comp.

Ashe and Cass have Western themes and could be in the same game. Play as either Ashe or Cass, and by the end, you have finished off the other.

Genji would be a fun rogue-like

Ana or Widow would be cool assassin/sniper games

Moira would be funny for some type of create monsters to fight your enemies game.

A lot of the above use lore related aspects but it doesn’t seem like OW did much for these. You could go and say it is like a story mode that focuses on each hero.
